Can the UK catch up?

There has been a steady string of reports from countries, from Europe to South America, where action has been taken requiring the adoption of eInvoicing to unlock the benefits this delivers.  Even Greece is taking action: http://www.sharedserviceslink.com/file/93644/greek-government-pursues-einvoicing-adoption.html  

I would certainly welcome more of a lead within the UK Public Sector to help expand adoption.  However, I hold on to the hope that countries with a more liberal approach to the eInvoicing process, such as the UK, might actually catch up and even overtake the pioneers.

Can the UK  public sector balance the need to promote adoption without hampering business with unnecessary red-tape?  Can the UK provate sector continue recent growth in eInvoicing and actually lead the UK adoption process?
